I have received this update below. The final decision will not be made until February but I thought I would let you know what the current thinking of the Planning Department is.
Dear Cllr Anderson Further to your enquiries I have been out on site and discussed the proposal with my team leader, Tony Clegg. In my opinion, given that the applicant is prepared to accept conditions limiting the proposal to remain ancillary to the main dwelling, the application is acceptable and I will be writing it up with a recommendation for approval. There is also a previous approval for an annex in the same position, which only expired in July 2006. From my site visit, I came to the conclusion that the proposal would have little impact on neighbouring residential amenity in terms of over-dominance and over-looking and sufficient parking and outdoor amenity space can be provided for both properties. Given these facts, I believe that the proposal would comply with relevant policy and guidance contained in the Adel Neighbourhood Design Statement. The special circumstances of the applicant will ensure that the proposal does not set a precedent for backland development.
